How much would you charge to replace railings and balusters on a pre-existing wood walkway?

The walkway is 36 feet great and has no landings. It is about 10-12 feet from the ground. We need to use presure treated wood.

What is the minimum width for balusters in Fairfax County, VA?

I'm replacing wood with iron and I advice the iron balusters are thinner.
Most codes need pickets or balustrades to be 4" or less.

Is Hemlock a good wood for ornamental wood turning?

Its tenable to by blocks of hemlock cheaply from my local DIY superstore (they are advertised as stair Balusters). I was wondering how this wood performed when turned or carved? Is there any correlation between this wood and the poisonous plant?

Not sure if this is Eastern or Western Hemlock but the shop is in the UK
